The 2025 Washington Legislative Session is underway! We are at the forefront of change for animals and are working hard to support several bills aimed at reducing animal suffering. Last week, our team was on the ground in Olympia where we met with 29 legislators to lobby on behalf of animal welfare legislation. Below are just some of the new bills we are supporting:
IMPROVING THE SYSTEM FOR VICTIMS OF ANIMAL CRUELTY
- HB 1149 – Animal Fighting & 2nd Degree Animal Cruelty Cleanup: Written and introduced in partnership with Pasado’s, improves protections for animals, enhances enforcement, and brings Washington State’s animal fighting and cruelty laws in line with national best practices.
- HB 1046 – Rescue of Domestic Animals in Motor Vehicles: Provides immunity from civil liability for damage to a motor vehicle arising from the rescue of vulnerable animals (such as rescuing a dog from a hot car).
ADDRESSING LARGE-SCALE SYSTEMS OF ANIMAL CRUELTY
- SB 5065 – Banning Elephants, Bears, Big Cats & Primates in Traveling Animal Acts: Prohibits the use of elephants, bears, and other animals in traveling animal acts and circuses.
- HB 1608 – Banning the Sale of Farmed Octopus: Prohibits the sale, possession, transportation, and distribution of farmed octopus in follow up to last year’s ban on octopus farming in Washington.
- HB 1617 – Transparency in Primate Research: Requires greater transparency and reporting regarding the care and welfare of non-human primates from the National Primate Research Center at University of Washington.

- HB 1078 – Pet Insurance Cancel & Nonrenewal Restrictions: Concerning pet insurance, increasing access and coverage.
- HB 1201 – Co-Sheltering in Emergency & Extreme Weather Events: Identifying accommodations allowing pets in an emergency or extreme weather event.
