UNDERSTANDING HB 1234

An act relating to the civil forfeiture of animals seized for abuse or neglect.

ABOUT HB 1234

During the 2023 legislative session, Pasado’s Safe Haven wrote and championed the passage of HB 1234. This bill greatly improves the day-to-day handling of animal cruelty cases by allowing animal cruelty victims to be rehabilitated and rehomed more quickly. HB 1234 went into effect on 07/23/2023, adding a new section and substantially rewriting RCW 16.52.085 (Seizure of animal for abuse or neglect—Process—Notice—Forfeiture of animal—Petition for a civil hearing for the immediate return of a seized animal). Official HB 1234 Full Text can be found here.

Below you will find a collection of resources created and organized by Pasado’s Safe Haven to help agencies and organizations understand how to implement HB 1234.
