Driving positive policy change for 25 years

Pasado’s Safe Haven has been a regional leader in driving important policy changes on behalf of animals.

A TRANSFORMATIVE FORCE FOR ANIMALS

Founded in 1997, Pasado's Safe Haven is one of the premier animal rescue and advocacy organizations in the region, dedicated to ending animal cruelty. We not only help save individual animals at our award-winning sanctuary, we are also working to improve the systems that impact animals most in our society. Our uniquely comprehensive approach to ending animal cruelty holds abusers accountable, provides sanctuary and rehabilitation to animals who have suffered from abuse and neglect, advocates for better laws to keep animals safe, and prevents future cases of animal cruelty by educating the next generation.

    10/12/2022

Pasado’s Safe Haven Investigation and Rescue Team worked with law enforcement in Pend Oreille, WA to organize the rescue of 40 English Labradors from an overwhelmed breeder. Pasado’s brought many of the dogs to our sanctuary, and partnered with several other animal organizations in Western Washington to place the other dogs. Pasado’s rescue operations serve the entire state and may be the only one positioned to respond to remote locations for large scale rescues.

“Cases” includes all cases reported to us, where we conducted at least an initial review/investigation up to a full investigation. This may involve providing assistance to law enforcement, animal control and prosecutors, assistance with searches/seizures, development and preservation of live and deceased evidence, providing forensic testing, providing necropsies, or assistance with building a case for charging and prosecution.

Our statewide impact

For over 25 years, our programs have had a positive impact in our communities across Washington state.

ADVANCING LAWS IN WASHINGTON

We advocate for legislation that will benefit animals by increasing the consequences of abusing animals in Washington state. Beginning with one of our greatest achievements, the passage of the “Pasado Law,” making 1st degree animal cruelty a felony offense, which is still the most often used animal cruelty law in the state.

PET SERVICES FOR WASHINGTON FAMILIES

Our mobile Spay Station offer low cost spay/neuter services in our community. To date, we have performed over 62,600 spay/neuter surgeries for income qualified families, helping to reduce shelter over-population and unnecessary euthanasia. We also operate a pet food bank program to get necessary food and supplies to families most in need.

RESOURCES FOR LAW ENFORCEMENT

We actively collaborate with law enforcement by providing comprehensive resources, including equipment, personnel, medical, and sanctuary for evidence animals taken into custody. We provide evidence holding for deceased animals and provide medical and photographic evidence to prosecutors to help ensure the strongest prosecution of perpetrators. We also offer law enforcement, animal control, veterinarians, and prosecutors training to improve the response to crimes against animals and how these crimes are investigated and prosecuted.

TRAINING FOR LAW ENFORCEMENT

Many law enforcement officers and jurisdictions receive no formal training for animal crimes. Working with the Washington State Criminal Justice Training Commission and the Marysville Police Department, we created a course for law enforcement officers on conducting animal cruelty investigations to improve the police response to these unique cases. This course makes animal cruelty investigation training available on demand to commissioned law enforcement officers and counts toward officers’ continuing education requirements.

TRAINING FOR JUDGES AT THE 2022 SPRING JUDICIAL CONFERENCE

This first-of-its-kind class focuses on the critical link between animal cruelty and domestic violence, child abuse, juvenile delinquency, and elder abuse. Judges play a crucial role in protecting animal and human victims while criminal cases are ongoing. Raising awareness about animal cruelty and understanding its deep connection to violence against people can improve how our criminal justice system responds to protect the most vulnerable members of our society.
